It (make xconfig) works fine on the 2.4.18-3 kernel that comes pre-installed
with Redhat 7.3. It just doesn't work with the kernel I downloaded from
http://www.kernel.org (version 2.4.20).

Did you installed the Tcl and Tk stuff?
