[PATCH] amd76x_pm for 2.5.73

Attached patch was modified to apply onto 2.5.73.
Driver was also moved to ACPI directory (from char), configuration
option is under ACPI as well.
There is sysfs interface for tuning and statistics reading, data can be
acquired from files:
/sys/devices/pci0/0000:00:00.0/C2_cnt and lazy_write, of which
lazy_write is writable and contains number of consecutive calls before
C2 droop.
