bridge firewall

I am using  "bridge-utils_0.9.4.orig.tar.gz" and
"bridge-nf-0.0.6-againist-2.4.18.diff" to construct a
pure bridge firewall in linux system(2.4.18),but
iptables can not control packets's actions. please
tell me how can I do?
my kernel compile as that:

CONFIG_BRIDGE=y
