Two choices:

- Disallow shared interrupts for usermode drivers.

- Make the 'generic interrupt handler device driver' configurable
and/or module-extensible. You only need three entry points
("Interrupt set?"/"Enable interrupts"/"Disable interrupts"), which is
reasonably simple to get right.
