Looks like a typo to me.

I dont know the context and how these things work. Maybe it should
be

ifneq ($(CONFIG_HAVE_DEC_LOCK),n)

instead. In any case, it does not compile as it is in linux-2.4.0-test4
when CONFIG_HAVE_DEC_LOCK=n.
